Tia did something wrong (not very important what it was). it was bad enough for her to try to hide it. Someone turned her in, but she accused them of lying, so they got in trouble instead. Rose heard of it and confronted both directly, threatening much worse punishment if the true culprit doesnt come clean.
Tia of course knew there was no more point lying, so she told the truth.
