Characters are the Thirteenth Doctor (spankee) and Graham O'Brien (spanker/post-spank) from Doctor Who series 11. He gave her a good warmup with his hand over his knee, then he put her in this position to finish off her punishment with a paddling (likely using a paddle that he found in one of the TARDIS' storage rooms). I just feel like the Doctor would really benefit from this every thousand or so years...
